Go into internet options (in Win7 Control Panel --> Network and Internet --> Internet Options) connections tab LAN settings uncheck auto detect settings (I have non-english windows so the actual names may be different, but you should find the right ones easily) After that download speed jumped from fake 200 kb to 2 MB. Hope it helps.
